01 / THE FACTS
What happened.
ADB released a regional report on coastal climate risk. Across 30 coastal economies, it estimates annual flood damage could reach US$172–199 billion by 2050 without adaptation, compared with about US$27 billion today. These are modelled regional scenarios, not loss estimates for a particular project.
Why it matters
A regional warning can change the questions asked before choosing a factory, logistics or other operating site. It prompts a local check of disruption, resilience spending and the people whose work depends on the site.
02 / MAINNET
How we read it.
The price of a site is only the beginning of its cost. Roads, power, downtime, insurance and recovery determine whether work can continue. Before committing capital, we would make those dependencies visible, ask who pays for adaptation, and compare a smaller resilient start with a larger exposed one.
03 / CONDITIONAL SCENARIO
A view to test.
This is a conditional scenario to test. It is not an established outcome or a promise.
If
Local engineering evidence and insurance terms show material exposure to flooding or access interruptions that the initial budget omitted.
Then, potentially
The initially cheaper site may lose its cost advantage once protection, downtime and recovery are included. A staged commitment may preserve more options while those costs are tested.

What would change our mind?
Reject that site-level cost concern if credible local evidence shows immaterial incremental exposure or fully costed mitigation leaves the location clearly preferable under reasonable scenarios.
04 / A SMALL TEST
Before commitment, test one step.
Before acquiring or building, obtain a site-level hazard assessment, actual insurance terms, an access-and-power dependency map, and a priced resilience option. Compare these with one feasible alternative.
